Bhubaneswar 21.01.2026 (ADN) A meeting was convened under the chairpersonship of Smt. Anu Garg, IAS, Chief Secretary, Government of Odisha, to review and advance the implementation of ongoing Ease of Doing Business (EoDB) initiatives, including District Business Reform Action Plan 2025, BRAP 2026, and Deregulation Phase II. The meeting held at Lok Seva Bhawan today was attended by the Head of the Departments of 24 Departments, Govt. of Odisha.
During the meeting, the Chief Secretary emphasized that Ease of Doing Business remains a key priority for the State, in alignment with national reform objectives aimed at strengthening the investment climate and promoting sustainable economic growth. Departments were encouraged to maintain the reform momentum achieved in previous cycles and to focus on timely, coordinated, and outcome-oriented implementation of the ongoing reform agenda. The scope and intent of the key EoDB initiatives were outlined as follows:
DBRAP 2025: Consisting up of 154 reform points, the focus has been on strengthening district-level delivery of approvals, inspections, and investor services, ensuring uniform implementation of reforms across districts. The initiative aims to institutionalize EoDB practices at the grassroots level.
BRAP 2026: Covers reforms across nine areas, with emphasis on process re-engineering, system integration, and inter-departmental coordination to improve regulatory efficiency and predictability.
Deregulation Phase II: Encompasses 23 priority areas and 7 optional priority areas wherein the initiative targets simplification of regulations, rationalization of licenses and compliances, and promotion of trust-based governance.
Further, the meeting emphasized the need for Departments to work collaboratively, leverage institutional support mechanisms, and align efforts towards achieving measurable improvements in ease of compliance, transparency, and efficiency. The Government of Odisha reaffirmed its commitment to strengthening the reform framework to position the State as a preferred destination for investment and enterprise.
In the meeting, Development Commissioner-cum-ACS Shri Deoranjan Kumar Singh, Additional Chief Secretary to Home, Industry and I&PR Shri Hemant Sharma, ACS, Labour and ESI, Sc & Technology Deptt. Smt Chithra Arumugum, other Principal Secretaries and Commissioner-cum-Secretaries of different departments were present and participated in the discussion.
